RCEP China-South Korea Massive Health Industry-Academia-Research Cooperation Forum, a high-end summit for cooperation in the field of health between China and South Korea, focuses on the health cooperation between the communities of health industry, academia and research in the two countries. The massive health experts from both countries were invited to attend the forum. The forum aims to promote the exchange of health and medical technology between China and South Korea, push forward the implementation of the massive health projects in the two countries, and empower Shenyang's massive health industry to develop rapidly.
On the morning of June 23, “Signing Ceremony of RCEP China-South Korea Massive Health Industry-Academia-Research Cooperation Forum and Tus-China-South Korea Science Park Project” co-sponsored by Shenyang Municipal People’s Government, Shenyang Trade Office of Korea Trade Investment Promotion Corporation, Seoul National University Technology Holdings Co., Ltd., and TusHoldings Co., Ltd. was successfully held in Hunnan District, Shenyang City.
Among those present were Wang Xinwei, Shenyang Municipal Committee of Communist Party of China and Mayor of Shenyang City, Shan Yi, CPC Committee Member of Shenyang Municipal People’s Government, Cao Peng, Secretary-General of Shenyang Municipal People’s Government, Choi Doo-seok, Consul General of Korean Consulate General in Shenyang, Chen Hongduo, Academician of Chinese Academy of Engineering, as well as the main leaders of Shenyang Municipal Science and Technology Bureau, Shenyang Municipal Bureau of Industry and Information Technology, Shenyang Municipal Bureau of Commerce, Shenyang Municipal Health Commission, Shenyang Municipal Foreign Affairs Office, and Shenyang Municipal Development and Reform Commission.
Cai Xiaowei, President of TusHoldings Co., Ltd. delivered a speech at the event. He pointed out that TusHoldings will take Shenyang as its base to develop business ties with Northeast Asia, establish close ties with Seoul National University and other Korean innovation platforms and carriers, cooperate in the fields of massive health and smart manufacturing. He said that TusHoldings will set up an international medical group and China-South Korea Science and Technology Innovation Investment Fund and explore new model of international science and technology cooperation in China-South Korea Science Park, hoping to build China-South Korea Science Park into a good model of China-South Korea science and technology cooperation under RCEP framework and add new momentum to the revitalization and development of Northeast China.

Shan Yi, a CPC Committee Member of Shenyang Municipal People’s Government, delivered a speech on behalf of Shenyang Municipal People’s Government. He pointed out that the health industry is an important area for Shenyang to accelerate industrial transformation and upgrading and the cultivation of new growth drivers during the 14th “Five-Year Plan” period. At this forum, the health care experts from China and South Korea conducted exchange and sought cooperation on health and medical technology. A large number of high-quality projects were implemented in China-South Korea Science Park, which will further help the city accelerate its development in the health industry and the new growth drivers.

In his speech delivered on behalf of the Consul General, Yoo Ho-kwon, a consul of South Korean Consulate General in Shenyang, said that the Consulate General will actively cooperate with Shenyang Municipal people’s Government and take Tus-China-South Korea Science Park as a platform to strengthen economic and trade cooperation between South Korea and Shenyang. Mok Seung-hwan, representative (legal person) of Seoul National University Technology Holdings, said in his speech that they will take the establishment of the China-South Korea International Medical Venture Capital Fund as an opportunity, actively invest more in the outstanding health industry enterprises in Seoul National University and Shenyang, and develop more Unicorn enterprises.

At the signing ceremony, TusHoldings signed agreements with Shenyang Representative Office of Daejeon City, Hana Bank, Shenyang High-tech Zone, Liaoning Free Trade Zone - Shenyang and other institutions on financial services, fund establishment, and settlement in the park. 20 health technology innovation enterprises and over 30 Korean professors and experts from South Korea signed contracts for settling in the park.
At the forum session, Chen Hongduo, academician of Chinese Academy of Engineering, Chang Yongheng, adviser of the Expert Committee on Medical Device Innovation and Application of the National Health Commission Capacity Building and Continuing Education Center,Kim Yong-jin, head of Seoul National University’s Industry-University Cooperation Group, and Do Byung-rok, operating committee member of Korean Stem Cell Research Association and other experts from China and South Korea gave keynote speeches respectively on the cooperation between the two countries in the context of RECP.

On the afternoon of June 22, the day before the forum, President Cai Xiaowei paid an official visit to Liu Ning, Deputy Secretary of Liaoning Provincial Committee of CPC and Governor of Liaoning Province. Governor Liu Ning expressed his welcome and support to TusHoldings’ active participation and investment in Liaoning’s scientific and technological innovation and development. The two sides conducted an in-depth communication on further cooperation in scientific and technological innovation. Xu Yan, Secretary-General and Director of the General Office of Liaoning Provincial People’s Government, Song Yanlin, Director of Liaoning Provincial Department of Commerce, and Xu Yinghui, Director General of the Liaoning Provincial Health Commission attended the meeting.

On the evening of June 22, Wang Xinwei, Deputy Secretary of Shenyang Municipal Committee of CPC and Mayor of Shenyang City, met with and threw a banquet for President Cai Xiaowei. The two parties made a discussion and reached consensus on relying on Tus-China-South Korea Science Park to conduct science and technology cooperation with South Korea and cultivate technology unicorn enterprises. Cao Peng, Secretary-General of Shenyang Municipal People’s Government, and Yan Zhanfeng, Mayor of Hunnan District, attended the meeting.
At noon on June 23, Zhang Lei, Member of the Standing Committee of Liaoning Provincial Committee of CPC and Secretary of Shenyang Municipal Committee of CPC, hosted a banquet for President Cai Xiaowei. The two parties reviewed relevant cooperation and reached consensus on building a new technology industry ecosystem and cultivating innovative enterprises. Li Songlin, Member of the Standing Committee of Shenyang Municipal Party Committee and Deputy Mayor of Shenyang City, Li Jun, Member of the Standing Committee and Secretary-General of Shenyang Municipal Committee of CPC, and Yan Zhanfeng, Mayor of Hunnan District attended the meeting.
